What the Pros Know
Flash is a great tool for developing the widget skin and perhaps the navigation bar of your widget.  But for everything else, avoid hard coding.  Instead, look for a widget platform that takes the creative assets you already have and adds interactivity and other widget goodness to them.  The widget platform you select should support dynamic content plus re-purposing of a single widget across platforms:  web, Facebook, mobile, start pages.
